Dr. Bashir Noormal (born October 7, 1957, in Kabul, Afghanistan) is a public health expert and medical educator with over four decades of experience in health systems development, education, and research.

Dr. Nader Ahmad Exeer earned his Doctor of Medicine (MD) degree from Kabul University of Medical Sciences in 1982. He began his academic career as an Assistant Professor of Internal Medicine in 1989 and specialized in Internal Medicine at Aliabad Teaching Hospital in 1997. In recognition of his contributions to medical education and research, he was promoted to the rank of Professor in 2007.

His research contributions include 21 scientific publications, four of which were published in internationally recognized journals. He has also authored 10 books and translated two medical texts. Dr. Ayubi joined the Coordination of Humanitarian Assistance (CHA) in 1997, assuming the roles of Provincial Health Officer and TBA/VHV Program Manager, where he played a key role in strengthening community-based health initiatives by writing a comprehensive guide on training local midwives and village health volunteers. In 2003, he was appointed Coordinator of the Training Center, and in 2005, promoted to Training Manager within the Capacity Building Department (ASMA) in Kabul, where he oversaw numerous professional development and public health training programs. His career later expanded into the field of media and communication. In 2006, Dr. Ayubi became Director of Radio Nawa at the Saba Media Organization, followed by his appointment as Deputy Director of Bakhtar TV in 2008. In the financial sector, he served as Head of the Capacity Building Department at Kabul Bank in 2009 and was subsequently promoted to Deputy Chief Executive Officer for Marketing and media Affairs in 2010. Following the political transition in Afghanistan, Dr. Ayubi relocated to the United Kingdom in November 2021. Since April 18, 2024, he has been serving as Professor and Dean of the Faculty of Public Health at Kabul Online Medical University, an institution established to provide academic opportunities for Afghan scholars and women in exile. In addition to his academic and professional accomplishments, Dr. Ayubi has made significant contributions to journalism and media development in Afghanistan. He served as a Board Member of the Afghanistan Journalists’ National Union and as Secretary General of the South Asian Free Media Association (SAFMA) in Afghanistan, where he worked to promote free and responsible journalism across the region.
